The "Nomad Plan" is the first program developed through the special powers provided by government decree in May 2008 to address the so-called "emergency nomads." Launched July 31, 2009 by the City of Rome and the prefect of Rome, the plan paves the way for the forced eviction of thousands of Roma and the transfer most of them, but not all, fields in expanded or newly constructed on the outskirts of Rome.
Under the plan, Roma 6000 (7177 on camp residents, according to a survey from several points considered incomplete) will move into 13 areas called "villages." The seven fields existing "consent" will be maintained or expanded, while three of the 14 "tolerated" will be upgraded. Two new fields will be built and a "transit facility".
Hundreds of families have been evacuated already and others will be in the coming months. Although some consultations have been carried out in the fields involved in the "Plan nomads", the international standards human rights require that you see all the people listed for the evacuation. Those who can move will move to other fields and not in permanent housing in which many Roma want to live. Many fear that their job prospects and career education of the children will be compromised. But these are the lucky ones. For others there is no alternative accommodation: leave Rome or find a refuge where they can, until the next eviction.
Amnesty International Plan "nomads" in its current form, fails to comply with Italy's obligations to ensure that there is no discrimination against specific groups or segregation in accommodation and prevent and not to carry out forced evictions. There is need of a plan which arises from a consultation with the Roma concerned and show deep respect for their human rights.
